Under the general direction of the Information Technology Manager I the Information Technology Specialist I (ITS I) provides enterprise-level system support and project management assistance within the Project Management Branch. The incumbent supports State Agile teams and enterprise initiatives through business and system analysis, testing, Agile team support, project coordination, and system configuration support for the Department of Cannabis Control’s (DCC) licensing and compliance systems, as well as other enterprise systems as needed. The incumbent contributes to successful system implementations, operational stability, and continuous process improvement while ensuring alignment with state policies, governance standards, and Agile delivery practices.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

•Experience in maintaining critical IT systems and development projects

•Knowledge and experience with requirements analysis and software testing methodologies

•Experience with software release coordination and knowledge using automation and defect tracking tools

•Knowledge of the principles, practices, and trends of public administration, including management, organization, planning, cost/benefit analysis, budgeting, and project management; and State-level policies and procedures related to software development, maintenance and operations and IT Project Management

•Knowledge of IT Project Management and the California Project Management Framework (CA-PMF)

•Ability to communicate in a clear and concise manner

•Ability to establish and maintain cooperative working relationships with all levels of staff and management, communicate effectively verbally and in writing with all levels of stakeholders including business users, peers, developers, managers, executives, and contractors
